Oswaldo “Ozzy” Meneses develops, implements, and manages strategic public relations and public affairs campaigns for large-scale transportation projects. This includes public in-person and digital multi-language outreach and engagement, strategic planning, transit design and transit operations modeling. He brings full-service experience with community engagement, planning, designing, constructing, implementing, and operating transportation projects. He also leverages his planning and engineering background to provide additional technical expertise and support to clients throughout the planning, development, construction, and operations phases of their projects.
Prior to joining Southwest Strategies, Oswaldo supported Kimley-Horn’s Bay Area strategic planning and outreach efforts including efforts for VTA’s BART Silicon Valley Phase II Extension Project, implementing environmental requirements, developing implementation requirements, programming, technical support, and multilingual outreach and coordination with engineers, elected officials, project staff, community organizations, and the community.
Prior to joining Kimley-Horn, Oswaldo spent eight years as a transit operations specialist and transportation planner with San Diego MTS. In this capacity, he was responsible for overseeing multimodal transportation projects that included community outreach and engagement from planning through design, construction, and service operations, including improvements for transit, pedestrian, and bicycle modes.
